People quite often have a perception that it might be limited to

one type of wrongdoing, but it really encompasses a range of

situations. It can include abuse in foster care, children's

home, residential care, or other institutional settings

where individuals should have been safe and protected.

Someone in a position of responsibility has ultimately

failed in that duty. The point to hammer home is every case is
